Build a Minecraft banner the way you would at a loom: pick a base cloth color, then stack up to six pattern layers, each in any of the 16 dyes. Patterns paint top-down over the base, so you see the finished flag as you go. When it looks right, copy the exact /give command and paste it in-game.
