Which items take Efficiency
Axes, pickaxes, shovels and hoes, and books.

Power window per level
A table roll picks the highest level whose window contains the roll’s modified enchantment level. These are the registry’s min_cost and max_cost, not the level cost shown on the table.

Anvil cost
An anvil charges ×1 per level when Efficiency comes from another item and ×1 per level when it comes from a book, so adding Efficiency V from a book costs 5 levels before any prior-work penalty. Work out a full combine in the anvil cost calculator.
